Breaking News Update: New Civil and Probate Courthouse

We hope this brief update finds you well.

First, County leaders remain united to ensure citizens’ full access to justice by reaching a milestone in the competitive process to construct of a new civil and probate courthouse to replace the beloved but rapidly deteriorating Dade County Courthouse.

As you may recall, on June 5, 2018, the Board of County Commissioners (“Board”) adopted Resolution No. R-553-18, directing the County Mayor to issue a hybrid P3 solicitation for the Civil and Probate Courthouse Project (“Courthouse Project”) and to provide a status report every 60 days until a contract award recommendation is made.

April 12, 2019 Bi Monthly Update on the Civil and Probate Courthouse Project Response to Resolution No R 553 18.  This report will be presented to the Board on May 7th.

Below are the highlights of the April 12th Courthouse Project Update:

RFP – Phase 2:

  • Release Final — May 23, 2019
  • Response Period — April – August
  • Evaluation — August – September

BCC Approval of Comprehensive Agreement: April 2020 – [Note: “Contract award is now anticipated in November 2019.“]

Construction Start: July 2020 – [Note: “Estimated construction start is dependent on results of environmental studies which will be available in April.”]

In sum, the County issued the two-phase P3 solicitation, RFP No. 00953, Design, Build, Finance, Operate, and Maintain Civil and Probate Courthouse, on August 1, 2018 and subsequently received submittals from five developer teams on September 27, 2018.

On May 23rd, the short-list of three developer teams will be invited to submit a fixed price proposal together with preliminary designs for further evaluation.

The Cone of Silence remains in place for the Courthouse Project.

As always, the Court will continue to work with the County and take every step to guarantee an open, transparent and competitive procurement process — in order to ensure that a cost-effective, functional new civil & probate courthouse is constructed.
